The Committee is of opinion that the increased vote to Reuter's Telegrams, amounting to $572, should be assented to in consideration of the additional information which the Agency has undertaken to supply and is now supplying. In consequence of the limited number of allowed ordinary subscribers, without the assistance of the Government the community would be

deprived of much of the intelligence which is acknowledged to be useful to the Community,

Crew of Floating
The Committee find that, in framing the Estimates for 1883, the Acting Postmaster General (Mr. BARFF) had applied for an additional Stamper at $9 a month in lieu of one of the Messengers, which was disallowed; and that provision was omitted to be made for re-instating the vote for the 6th Messenger, who, they are satisfied, is indispensable. They therefore recommend that the sum asked for, $72 per annum, be voted.
Fire Brigade,
Read:-Letter No. 3 from the Superintendent of the Fire Brigade, dated the 22nd instant, Fire Eng, applying for authority to engage a Crew for the Floating Fire Engine.
$600
The Committee find that, for the effectual working of the Floating Fire Engine, it is absolutely necessary to engage a crew comprising of :----
1 European Assistant Foreman and Engine driver at.. $120 per annum.
1 Chinese Engine driver 240
1 Fireman......... 108
2 Seamen at $96 each.. 192
$660
and agree with the Superintendent that the above expenditure is indispensable.
With regard to the engagement of 3 Hosemen, the Committee are of opinion that those men would practically be unemployed except in case of a fire; and having regard to the large increase that would be shown on the Estimates consequent on their employment, the Committee are only prepared to confine their recommendation to the item of $660, quoted above.

Read:-Letter No. 3 from the Captain Superintendent of Police, dated the 5th instant, applying for authority to pay allowances in lieu of quarters for certain Police Officers.
The Committee find that the present Police quarters are inadequate for accommodating more married Police Officers, and having regard to the high rents now ruling, recommend that the following Officers, on whose behalf the Captain Superintendent now applies, be allowed $15 a month each $540 per annum, namely:---
Inspector WILLIAM QUINCEY, Sergeant ROBERTSON, MORRISON.

In making this recommendation the Committee desire to record that they do so on the understanding that the whole question of regulating marriages amongst members of the Police Force is under consideration.

Read also: Harbour Master's Minute of the 6th November last, supporting the Surveyor General scheme.
The Committee find that a correct record of the Tidal Observations would be invaluable to the shipping community, and that therefore it would be very desirable to continue the observations inaugurated at Cape D'Aguilar and at the Naval Yard by Mr. CHADWICK: for this purpose they recommend that the vote asked for, for the employment of two Tide-guage keepers @ $9 a month each, amounting to $216 per annum, may be approved.
The Committee recommend also, for the same reason as above, the printing of the 300 Copies of Tidal tables for 1883, which Mr. ROBERTS has undertaken to prepare, at a cost of £62.2.0 @ 3/8d.-$338.73.

Read:-Surveyor General's letter No. 2 of the 2nd instant, recommending the purchase, Gure for the use of Government House, of two very large Mirrors of a superior design, which cost in England, $1250, but which may be obtained at a very much reduced figure.
63.
The Committee consider these Mirrors suitable articles of furniture for Government House, and recommend that the Surveyor General be authorized to purchase them at a cost of not exceeding $600.
